CPSC Published Direct Final Rule on the Revisions to Safety Standard for Infant Bouncer Seats (16 CFR 1229) Release Time:2022-10-13

On September 6, 2022, the U.S. Consumer Product Safety Commission (CPSC) has published a direct final rule to revise the regulation 16 CFR 1229 Safety Standard for Infant Bouncer Seats. The rule is effective on December 19, 2022, unless CPSC receives a significant adverse comment by October 6, 2022.



Each Infant Bouncer Seats shall comply with the ASTM F2167-22 Standard Consumer Safety Specification for Infant Bouncer Seats. The previous version of 16 CFR 1229 referenced ASTM F2167-19.

A laboratory is not required to resubmit their CPSC application if the laboratory is already CPSC-accepted for 16 CFR PART 1229. The CPSC Committee considers that the existing CPSC-approved ASTM F2167-19 testing laboratory can also perform tests in accordance with ASTM F2167-22.

ASTM F2167-22 revised the suffocation-related warnings to clarify that the product is not intended or safe for sleep and directs consumers to move the baby to a flat sleep surface if the baby falls asleep in the product. Specifically, in s ASTM F2167-22, the suffocation hazard warning language stated:

Suffocation hazard: Babies have suffocated when bouncers tipped over on soft surfaces and/or when bouncers have been used as a sleep product.

NEVER use on a bed, sofa, cushion, or other soft surface.

Stay near and watch baby during use. This product is not safe for sleep or unsupervised use. If baby falls asleep, remove baby as soon as possible and place baby on a firm, flat sleep surface such as a crib or bassinet.

To prevent falls and suffocation:

ALWAYS use restraints and adjust to fit snugly.


An infant bouncer seat is a freestanding product intended to support an infant in a reclined position to enable bouncing, with the aid of a caregiver or by other means. Bouncer seats are intended for infants who have not developed the ability to sit up unassisted (approximately 0 to 6 months of age). Some infant bouncer seats may have an accessory bar that is within reach of the child.


Infant bouncer seat exported to the United States need to provide a Children's Product Certificate (CPC) to demonstrate compliance with the appropriate CPSC safety regulations. The CPC certificate and supporting test report must be in English. The CPSC safety regulations that the infant bouncer seat needs to meet are:

1. CPSIA section 101 or 15 USC 1278a: Total Lead Content.

2. CPSIA section 103: Tracking labels for children product.

3. CPSIA section 108 and 16 CFR Part 1307: Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates.

4. 16 CFR 1229(ASTM F2167-22): Safety standard for Infant Bouncer Seats

5. 16 CFR Part 1500.44: Method for determining extremely flammable and flammable solids.

6. 16 CFR Part 1500.48: Technical requirements for determining a sharp point in toys and other articles intended for use by children under 8 years of age.

7. 16 CFR Part 1500.49: Technical requirements for determining a sharp metal or glass edge in toys and other articles intended for use by children under 8 years of age.

8. 16 CFR Part 1500.51: Test methods for simulating use and abuse of toys and other articles intended for use by children 18 months of age or less.
