EU amending Annex I to POPs Regulation (EU) 2019/1021 as regards the restrictions on hexachlorobenzene Release Time:2022-12-01

On November 23, 2022, the Official Journal of the European Union issued Regulation (EU) 2022/2291, amending Annex I to POPs Regulation (EU) 2019/1021 as regards the specific exemption on hexachlorobenzene. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.



Hexachlorobenzene is already listed in Annex I to Regulation (EU) 2019/1021 without an Unintentional Trace Contaminant (UTC) limit value. Commission has determined the presence of hexachlorobenzene as an impurity in some substances, mixtures and articles, including pesticides, chlorinated solvents, inks, coatings, paints and toners, wood application, textile application and plastics. In order to clarify the legal situation and facilitate enforcement as regards the use of substances, mixtures or articles containing hexachlorobenzene as an unintentional trace contaminant,

this amendment clarifies the limit of hexachlorobenzene.

For the purposes of this entry, Article 4(1), point (b), shall apply to concentrations of hexachlorobenzene equal to or below 10 mg/kg (0,001 % by weight) where it is present in substances, mixtures or articles.


Use of hexachlorobenzene:

Hexachlorobenzene is an insecticide and industrial chemical. It is a by-product of the production of chlorinated solvents, pesticides and other chlorination processes, as well as an impurity in some pesticides. It is also used as an intermediate or additive in the production of synthetic rubber, polyvinyl chloride (PVC) plastics, pyrotechnics, munitions, wood preservatives and dyes.


Hazards of hexachlorobenzene:

It is persistent, bioaccumulative and highly toxic, can cause endocrine disorder, reproductive and immune dysfunction, developmental disorder, cancer and other serious diseases in the organism.
